Committee has submitted its report. One of its recommendations includes that BOT (Toll) and BOT (Annuity) funding pattern for roads allotted to NHAI under SARDP-NE is not feasible in the NE Region. This issue has been referred to the Cabinet Committee on Economic Affairs by DoRTH. Present Cabinet decision is that roads should be allotted on BOT (Annuity) basis.
CCEA has approved the DoRTH proposal to undertake tendering for 4 laning of 330 Km NH-44 in Tripura on EPC basis under phase ‘A’ of SARDP-NE and seek investment decision from CCEA based on tender. NHAI is preparing DPR.

Secretary, DONER in consultation with DORTH, will constitute a third Committee to address technical and research related issues with the primary objective to reduce the cost of construction of roads in the NER. |
Committee has been constituted in DORTH. Responses from the States to discuss these issues have not been encouraging. Final report is awaited. |

Ministry of DONER to accord priority to funding of conversion of timber bridges to RCC bridges. DoNER may consider funding porter tracks for connectivity to remote hamlets in hill areas. |

Ministry of DONER to continue funding roads which are not included under other Central and State sector programmes. NEC to continue to focus on roads which provide inter-state road connectivity. |
Under NLCPR such roads are already being taken up. NEC’s focus is on roads with inter-state connectivity. However, due to fund constraints, the emphasis is on completion of spill over works. |

Ministry of DONER, in consultation with the DEA, to request ADB to take up special training of Manipur State PWD within a time bound framework. Special attention to be paid to improvement of roads in hill areas of the State. |
Under the ADB funded project of North Eastern State Roads Project (NESRP), there is a component for training/ capacity building. Two workshops have been held in which officials from Manipur also participated.

Ministry of DONER to request MEA to take the initiative to improve bilateral relations with Bangladesh to provide transit facilities to the North Eastern States, particularly to Tripura. |
This is a priority agenda in the MEA. Two road projects viz. Birgunj-Kaatihar-Singhabad-Rohanpur-Chittagong with links to Jogbani, Biratnagar and Agartala and Agartala-Akhaura-Chittagong road corridors have been identified by MEA for taking up under SAARC. |

Ministry of DONER/ NEC to examine the proposal to create a pool of road construction equipment which can be leased/rented out to registered contractors. |
The Board of North Eastern Development Finance Corporation Ltd (NEDFi) has approved a proposal to set up an equipment bank in joint venture in NER. NEDFi issued EOI on 7th-8th January,08 for equity participation in the venture and received four proposals which were forwarded on 10th April,08 to CIDC for its evaluation. For allocation of MMDCL land at Jorabat, Meghalaya, NEDFi has taken up the matter with the Chief Secretary, Govt. of Meghalaya. Secy, NEC is also persuing the matter with the State Govt. |
